Lost driver's license: recovery, retaking exams, required documents

If you lose your driver's license due to a violation of the Road Traffic Act, you will not be able to drive vehicles until the requirements for regaining your driver's license (right to drive) are met and the period of deprivation of rights has passed. In some cases, it will be enough to take additional driver training, in others, you will have to retake the practical and theoretical exams at the "Regitra", and undergo a health check.

In order to regain a lost driver's license due to a suspension of driving, it is necessary to repeat the rules of the road, pass the theory and practical exam again. KET tickets are the best way to learn KET rules. We suggest you try our free version of KET tickets by clicking here .

Below, we will discuss the nuances of losing a driver's license, the conditions for regaining a driver's license, including the documents required for regaining a license, and what to do if you lose your driver's license.

Lost driver's license: recovery, retaking exams, required documents

Loss of driver's license

A driver's license lost due to a traffic violation is inconvenient because you cannot drive vehicles during the period of suspension. After committing a traffic violation, first of all, make sure that your driving license has been suspended and comply with the conditions during the suspension period.

How do I find out if my driving license has been revoked?

To find out whether you have been deprived of your right to drive, you should first check whether you have received a notification about the fine . Most often, this type of notification comes to your home by registered mail or you are informed by e-mail that you have received a notification at the STI self-service. After paying the fine, be sure to pay attention to other information documents provided in the received notification, such as the administrative offense protocol .

Not all drivers carefully read the content of the protocol, which sets out the essence of the offense and the applicable liability, and therefore continue to participate in traffic despite the fact that the term of deprivation of the right to drive began to apply from the day the fine was paid.

Driving without a license when it is revoked

Driving a vehicle when the driver has been deprived of the right to drive a vehicle, or driving a vehicle when the prohibition on driving vehicles that are not equipped with anti-alcohol engine locks is not observed, incurs a fine of 450–700 euros.

Driving while intoxicated (0.41–1.5 per mille) or under the influence of narcotics, psychotropic substances or other psychoactive substances, when the license has been revoked, or avoiding a sobriety test, incurs a fine of 1,100–1,500 euros.

How to get your driver's license back?

If you lose your driver's license, you will also need to undergo a health check (if your driving license was revoked for driving under the influence of alcohol or other substances), obtain a health certificate , and complete additional driver training courses . If your driving license was revoked for a year or longer, you will have to retake the theoretical and practical driving exams at the State Enterprise "Regitra".

Additional driver training may also be provided to novice drivers (less than 2 years of driving experience/"maple") who have violated the rules of the Road Traffic Act. Without completing these courses, a 10-year driving license will not be issued.

How to pass additional driver training?

Additional driver training is organized by most driving schools. The training usually lasts one day, at most two, and costs around 90 EUR.

The training course consists of:

  • 45-minute theory course,

  • 90-minute psychology course,

  • 45 minutes of practical safe, economical and environmentally friendly driving training in a category B vehicle,

  • 45-minute individual analysis of the committed KET violation(s) with a psychologist and a final knowledge test.

When registering for additional driver training, a person must provide:

  • An administrative court decision or police resolution on the basis of which administrative liability was imposed on him (if the police resolution is lost, it can be retrieved from the e-police website).

  • Driver's license (if it has not been revoked).

  • A document confirming the identity of the person.

  • A description of the violation (you can bring it with you or fill it out at the driving school).

Disqualified for drunkenness

Driving while intoxicated not only puts your own safety and the safety of others at risk, but also risks a fine and loss of your rights. Fines for drunk driving start at 800 EUR .

To regain a driver's license that was revoked for drunk driving, you will need to:

  • Take special courses on the harm of alcohol and drugs to human health (they are organized by most driving schools).

  • You will also need to complete additional driver training (at a driving school).

  • If your driver's license is revoked for more than a year, you will have to retake the theory and practical exams at Regitra.

Only then will you regain your rights. You can regain your rights lost for drunk driving earlier. You can do this if you agree to drive only vehicles that have alcohol interlocks installed. If your car has alcohol interlocks, your driver's license will be supplemented with the code " 69 ".

When should rights be transferred?

You need to retake your driving license, that is, take the driving theory and practical exams at the "Registry" if your driving license has been revoked for a year or longer. If you lose your license for a shorter period of time, you need to take a special course and receive a certificate that will allow you to regain your driver's license.

If you lose your rights for a year or more, you will need to retake the exams for one higher category you have . For example, if you have categories B and C, you will only need to retake category C. However, if you also have category A, you will also need to take the exams for category A.

The vehicle categories are arranged from easiest to hardest in order of complexity as follows: B1, B, BE, C1/D1 (optionally either C1 or D1), C1E/D1E (optionally either C1E or D1E), C, D, DE, CE. If the revoked driving license also included categories A1, A2, or A, you will also need to retake the exams for these categories.

Read more about the transfer of rights in the article "When should you transfer rights?"

What exams will you need to take?

If your driving license has been revoked for a year or longer, you will have to retake the theoretical and practical driving exam at the State Enterprise "Regitra".

Additional driver training is mandatory for persons whose driving license has been revoked for less than a year, one year, or more due to a traffic violation. The license to drive is restored only after the expiration of the period of revocation and completion of additional driver training.

Required documents

The right to drive will be returned to the State Enterprise "Regitra", so after the sentence has expired, when you come to the driver's license issuing unit, you will need to present:

  • A document confirming the identity of the person.

  • Health checkup medical certificate.

  • Health knowledge certification certificate (first aid course certificate).

  • Certificate of completion of additional driver training courses (from a driving school).

  • Certificates of passing the theoretical and practical driving exam at the State Enterprise "Regitra" (only if the right to drive was revoked for a year or more).

In which cases is it necessary to have a health check-up again?

If you lose your driver's license, you are required to undergo a new health check only if your driving license was revoked due to drunk driving (in which case, the certificate and restrictions state that the driver was driving while intoxicated).

How long is a health knowledge certification (first aid) certificate valid?

The health knowledge certification (first aid) certificate for non-professionals, AM, A1, A2, A, B1, B and BE drivers, is valid indefinitely , so if you lose your rights, you do not need to renew it.

Meanwhile, for drivers of categories C1, C1E, C, CE, D1, D1E, D, DE, the health knowledge certification certificate is valid for 5 years , so if it has expired, you will need to retake the health knowledge certification (first aid) course.

The Health Knowledge Certification (First Aid) Certificate is awarded after completing mandatory health (first aid) training. You can take it at a health facility, driving school, or remotely (online).

I lost my driver's license - what should I do?

Be sure to report a lost (lost, stolen)  driver's license to the "Registry" (online or in person at the branch), as this prevents its possible illegal use. After reporting, order a duplicate driver's license , and then a new driver's license . You can order a driver's license if your permanent residence is in Lithuania. There is no need to contact the police.

Yes. If the right to drive was lost for a year or more, you can prepare independently for the theoretical and practical exams in "Regitra". It is recommended to review the traffic rules, solve KET tests, and practice a few hours with a driving instructor.

It is important to note that a family driving instructor is not allowed to teach family members whose license has been suspended for traffic violations.

If you lose your driver’s license, you must inform "Regitra" via the "Drivers’ Portal" or at any "Regitra" branch that provides license services. Information about lost and invalid licenses is shared with the police and other institutions, so no need to apply separately to the police.

A driver who lost their license due to traffic violations cannot regain the right to drive without completing additional training.

Yes, after serving at least half of the disqualification period. The driver may apply to the authority that imposed the penalty, requesting the license back earlier, under these conditions:

No further violations during the disqualification period.

The request must state why the license is necessary (e.g., for work duties).

The applicant must provide all required documents. The officer decides whether to return the license.

If the license was lost due to drunk driving, early return is only possible if you agree to drive vehicles with an alcohol interlock device installed.

No, you only need to retake the exams if the license was suspended for a year or more.

No. If you lose your driving rights in any EU country, you cannot drive not only in Lithuania but also anywhere in the EU. EU countries share a common license information system.

A driver’s license issued in one EU or EEA country (Norway, Iceland, Liechtenstein) is recognized throughout the EU/EEA and can be exchanged for another country’s license. Before exchanging, authorities must check whether the person has any active penalties in the country of issue.

If the suspension lasted one year or longer, yes, you must retake both the theory and the practical exams.

CODE OF ADMINISTRATIVE OFFENSES

Article 39. Deadlines for imposing administrative penalties

An administrative penalty may be imposed no later than within two years from the date of the offense, or in the case of a continuing offense – within two years from the day it was discovered.

Contact the police. The data is centralized, so any police station will be able to provide the information.

If lost – go to Regitra, if suspended – go to the police.

If you lose your license due to drunk driving, you must undergo a medical check-up, obtain a first aid certificate, and complete additional driver training. If the license was suspended for a year or longer, you must also retake both the theory and practical exams in "Regitra".

Additional training is also required for beginner drivers (less than 2 years experience / “maple”) who violated traffic rules. Without completing these courses, a 10-year license is not issued.
