Regitra theory exam 2025: procedure, cost, requirements

Anyone seeking to obtain a driving license in Lithuania must first complete 2 important steps – pass the driving theory and practical exams at the State Enterprise "Regitra". These exams will show whether you are prepared to drive on the roads, whether you are well-versed in road traffic rules, and whether you will be able to participate in traffic safely.

KET tickets are a simulation of the Regitra theory exam. KET Tickets and the theory exam cover a wide range of topics, from general traffic rules to specific questions about car maintenance. We offer you to try a free ket test, which can help you study the theory of traffic rules more effectively.

You will only be able to take the practical exam after successfully passing the theory exam, which we will discuss below.

Regitra theory exam 2025: procedure, cost, requirements

Driving theory exam

The driving theory exam is a test at the "Registry" that prospective drivers must pass in order to obtain the right to drive a car. This theory exam is mandatory for all main driving categories. Only after successfully passing the theory exam will you be able to take the practical driving exam. You can prepare for the theory exam by studying with a group (at a driving school) or independently. Let's take a closer look at the features of the driving theory exam and the most important aspects in order to maintain your driving rights.

The driving theory test consists of a questionnaire on knowledge of road traffic rules, road signs, safe driving practices, the traffic environment, potential hazards and correct decisions in certain traffic situations. You can take the theory test directly at the "Registry" or first pass the "school" theory test at a driving school.

Theory exam at a driving school

If you have decided to prepare for the driving theory test and learn the rules of the road at a driving school, with a group, taking into account the driving school's rules, you will first have to pass the theory test given by the driving school. This is a great opportunity to prepare for the "Regitra" theory test and be sure that you have learned the principles of the road traffic rules well.

Learning driving theory with a group is beneficial in order to better remember information, hear advice about real traffic situations from a driving instructor, and discuss with other future drivers.

"Registry" theory exam

The "Regitra" theory exam is a theory exam conducted by the State Enterprise "Regitra" in a contact manner ("live"), during which your theoretical skills in road traffic rules are tested. Passing the theory exam at "Regitra" is necessary for everyone who wants to drive.

The “Regitra” theory exam for category B consists of 30 closed questions, for categories AM and A – 35 , for categories C and D – 40. In order to pass the category B theory exam, you must answer at least 80% of all questions correctly, which is 24 correctly answered questions. This means that the maximum number of mistakes you can make is 6 mistakes. 30 minutes are allotted for solving the test . Some answer the questions faster, others need more time to delve into the questions. The system reports whether the driving theory exam has been passed or failed in “Regitra” immediately after the results are submitted.

"Regitra" mock theory exam

"Regitra" publishes a mock theory exam on its website  for those who want to test their knowledge before the main theory exam. "Regitra" mock theory exam is very similar to the real one, because this exam also consists of 30 closed questions, it also lasts a maximum of 30 minutes (for category B) and is designed on the same principle as the real one. It is best to make sure that you can solve the "Regitra" mock theory exam correctly at least 80% several times in a row before going to take the "Regitra" theory exam.

"Regitra" theory exam price

Taking the theory exam at "Regitra" costs the same for all categories –  10.00 EUR. If you fail the exam the first time – all retakes will also cost 10.00 EUR. You can pay for the exam upon arrival at "Regitra", at the cash desks.

Driving theory exam external

When taking the A1, A2, A, B1 or B category theory exam, you can prepare for it independently, externally. This means that you do not have to attend theory lessons at a driving school, you can study on your own. The KET booklet will help you with this, which explains and illustrates all the road traffic rules that you must know in order to pass the "Regitra" theory exam, as well as the "Regitra" trial theory exam, where you can test your knowledge, and eket.lt theory learning questions and tests.

KET tests in preparation for the theory exam

How long is the theory exam valid for?

A positive result of the theory exam is valid until the practical exam is passed, but not longer than one year . This means that after successfully passing the theory exam at the "Registry", you must pass the practical driving exam at the "Registry" within one year. If you fail the practical driving exam within a year, you will have to retake the theory exam at the "Registry".

What is needed to take the driving theory exam at Regitra?

In order to take the driving theory exam at "Regitra", you will definitely need to submit 3 documents, which are listed below:

  • A document confirming the identity of the person .

  • A valid driver's medical certificate confirming that the health condition is suitable to drive vehicles of the relevant category(ies).

  • A health knowledge certification certificate confirming completed training according to the mandatory first aid training program.

You will also need to provide a valid driver's license if it was previously issued and there is no information in the Register of Road Vehicle Drivers of the Republic of Lithuania about the examinee's right to drive vehicles.

How does the theory exam at "Regitra" work?

It's normal to feel nervous when you arrive for your first theory test. Knowing in advance how the test will be conducted and what to expect will help you prepare for it.

  • Registration. It is most convenient to register for the exam online, on the "Regitra" website, but you can also do this by visiting a "Regitra" branch or by calling the "Regitra" Information Center at tel. 8 700 55 151. Be prepared that you may have to wait several days for the nearest available exam space - this depends on the occupancy at "Regitra". Before registering, you will need to submit the documents discussed earlier - a personal identity document, a medical health examination certificate and a first aid course completion certificate.

  • Exam rules. You will take the exam at a tablet or regular computer, together with several other people at the same time. During the exam, it is prohibited to keep personal items on the table, use a mobile phone or other assistive devices. It is also prohibited to wear a jacket, hat or other head covering (exceptionally, head coverings may be allowed for aesthetic, medical or religious reasons). You are not allowed to talk to other people, change the angle of the monitor or sit in a place other than your own. If it is discovered that a person other than the one registered for the exam has come to take the exam, the police will be notified. Video and audio recordings are made during the theory and practical exam.

  • Exam duration. The exam duration depends on the category you are taking, as exams for different categories have different numbers of questions. For example, category B has 30 questions, so you will have 30 minutes to answer them. If you do not manage to answer everything within 30 minutes, the exam will automatically end and the questions you have answered will be evaluated.

  • Exam answer progress. You can skip questions while answering them and come back to them later. After submitting your final answers, you will immediately see your theory exam result. After you finish solving, you will be able to review the mistakes made during the exam, the questions answered correctly and incorrectly.

  • Retakes. You can take the "Regitra" theory exam an unlimited number of times, but if you fail, you can retake it no earlier than after 7 calendar days. If you cheat during the exam and are caught doing so, you will be able to re-register for the exam no earlier than after a year.

  • Failure to attend the exam. If you have registered to take the theory exam but will not be able to attend it, you must inform the "Registry" at least one day before the exam. Otherwise, the subsequent registration date will be postponed by one month.

  • What to do after passing the theory exam at "Regitra"? After passing the theory exam at "Regitra", do not forget to pick up the document confirming your successful passing and, when you are ready, register for the practical driving exam.

It will be easier to pass the driving exam if you:

  • Familiarize yourself in advance with the exam evaluation criteria and the most common mistakes;

  • Practice a lot: attend driving lessons responsibly, and if needed, take extra lessons or drive with a family member (with the required documents);

  • Try driving several different cars;

  • Get to know well the roads where the exam may take place;

  • Choose an exam time when traffic is lighter, for example, during weekdays outside rush hours;

No, it is not required, but check whether your first aid certificate has any validity restrictions.

No, it is not required.

Regitra employees can see even how many times you have attempted or not attempted the practical exam.

No, you cannot.

Payment can be made at the Regitra branch, either by card or in cash.

For any information, you can call the Regitra information center at +370 700 55151.

No, you cannot take the driving theory exam for free. The theory exam at Regitra costs €10. You can only prepare for it free of charge by studying independently.

Definitely not. How could Regitra employees ensure that it is really you taking the exam?

Yes, you will definitely find it there. If you plan to practice driving with a family member, be sure to print this certificate and carry it with you (even though it may seem illogical, since you will have the theory exam certificate. However, you will not be allowed to take the theory exam without the medical check). This is a requirement.

When taking the category B theory exam, you could have informed the Regitra employee during registration that you also want to take the A1 category exam afterwards. In that case, five additional questions would have been added (allowing one extra mistake), and during the same exam you would have passed the theory exam for both categories.
